Research and Professional Experience

2000-present	Senior Hydrologist, Everglades Program Team, US Fish and Wildlife Service. Established in June, 2000, the Department of Interior (DOI) Everglades Program Team (EPT) consists of highly respected senior scientists providing the DOI and its affiliates with increased scientific and technical capacity to assess the potential impacts of south Florida restoration efforts on the Arthur R. Marshall Loxahatchee National Wildlife Refuge and the Everglades National Park, the two "book-ends" of the remnant Everglades. The EPT monitors and evaluates progress, tracks and interprets research projects, provides scientific advice, publishes information, assures progress in meeting obligations and responsibilities under the Federal-State Consent Decree, and is available to provide direct input to the Department of Justice, DOI counsel, and Park and Refuge decision makers. The Team addresses new technologies that will help achieve the lowest phosphorous levels and to measure and monitor compliance.
2002-present	Technical Oversight Committee (TOC) agency representative for the US Fish and Wildlife Service. The TOC originated from the 1991 Settlement Agreement between the state and federal governments as a mechanism for technical review and conflict resolution to support the Everglades Program begun by the Agreement. In this capacity, appeared as expert witness in court proceedings.
1999-2000	Director, Water Services, WPI, Blacksburg, Virginia, a Virginia Tech affiliated corporation, and adjunct professor in the Virginia Tech Department of Civil and Environmental Engineering. Business development, including writing proposals and qualification statements, making client contacts, interacting and coordinating with other employees in corporate and operations divisions, developing productive teaming relationship with Virginia Tech academic departments and research units.
1989-1999	Associate Professor-Research, Department of Civil Engineering, Center for Louisiana Inland Water Studies, University of Louisiana - Lafayette. Provide technical support and training to the Louisiana Department of Environmental Quality, Office of Water Resources. Direct model development of study areas of the Atchafalaya Basin to determine improved management alternatives that reduce the risk and magnitude of fish kills. Supervise development of a geographic information system (GIS) system for the analysis of historic patterns of sedimentation in the Atchafalaya Basin. Develop water quality and hydrological models of Lake Pontchartrain for assessment and management of the proposed Bonnet Carré diversion. Supervise and perform water quality and hydrologic modeling projects throughout Louisiana for wasteload allocation and total maximum daily load (TMDL) determinations. Implement databases and GIS projects in support of water quality management and modeling. Perform statistical analysis of water quality monitoring data in support of water quality planning, management, and modeling.
1997-1999	Consultant, Department of Civil and Environmental Engineering, University of New Orleans. Provided model development and training. Hydrodynamic, nutrient, and eutrophication models of Lake Pontchartrain were developed. Scientific and technical training and support were provided to faculty and students.
1985-1989	Research Coordinator, Water Quality Monitoring and Modeling Group, Institute for Environmental Studies, Louisiana State University. Full time research and research administration for projects to provide technical support to the Louisiana Department of Environmental Quality (DEQ). Projects included water quality monitoring and modeling, water quality planning, computerized data analysis, and training of DEQ and contracted personnel.
1979-1985	Assistant Professor, Institute for Environmental Studies, Louisiana State University, Baton Rouge. Assistant Institute Director 1982-1985. Taught graduate and undergraduate courses including Computer Modeling in Energy and Environment, Risk Analysis, Environmental Engineering, Environmental Management Systems, and Introductory Environmental Science. Developed correspondence study course for freshman Environmental Science. Authored the initial proposal to the Board of Supervisors for establishing an M.S. curriculum in environmental science. Faculty advisor for CONCERN, student environmental interest group, 1981-1985. Investigator on a project to provide technical support to Louisiana DEQ in developing waste load allocations and total maximum daily loads for Louisiana streams (sponsor - Louisiana DEQ). Principal investigator on project to develop new techniques for the estimation of the reaeration coefficient in streams, with applications to stream water quality modeling (sponsor - Louisiana Water Resources Research Institute). Principal investigator on project to study the feasibility of utilization of salt-gradient solar ponds as a solar energy source in southern Louisiana (sponsor - LSU Center for Energy Studies and the US Department of Energy). Investigator on a project studying the feasibility of nuclear waste isolation in Louisiana salt domes. Study involved analysis and interpretation of data from remote computerized data logging systems (sponsor - US Department of Energy). Workshop participant and co-author of report "Comments and Recommendations on the West Hackberry Dome Brine Disposal Project," funded by US Dept. of Energy. Provided reviews for various agencies and publishers including Allyn and Bacon, Prentice-Hall, and the LSU Center for Energy.
1972-1980	Officer, US Army Reserve. Achieved rank of Captain in the Army Medical Service Corps. Principle duties were in medical supply.
1978	Consultant and Programmer for International Joint Commission. Developed computer program to apply stochastic dynamic programming to assist in management of the Lake Erie walleye pike fishery.
1978	Consultant to GMP Environmental Consultants, Cleveland. Assisted in dye tracer time-of-travel studies on two Ohio streams.
	Ph.D. dissertation “A Theoretical and Experimental Study of Coexistence of Competitors in a Time-Varying Environment” Theoretical study involved application of modern control theory to population models; experiments tested hypothesis related to diversity of natural assemblages of algal species in time-varying environments.
1975-1977	Graduate assistant, Department of Biology, Case Western Reserve University, Cleveland. Developed departmental computer graphics facility, taught ecology and aquatic biology labs.
1974	Programmer and modeler for project studying phosphorus cycles in lakes as part of large team study of phosphorus pollution in Lake Erie.
1973	Teaching assistant in signals and system lab, and classical control systems lab, Systems Engineering and Computer Engineering Department, Case Western Reserve University, Cleveland.
	MS thesis research involved development of a water quality and productivity model for Lake Hartwell, South Carolina.
